As the risk of a partial shutdown of the U.S. federal government resurfaces, the cryptocurrency market, including Bitcoin (BTC), is bracing for a period of extreme volatility driven by macroeconomic uncertainty.

According to the cryptocurrency-focused outlet CoinGape on February 7 (local time), difficulties in the U.S. Congress over passing a federal budget have increased the likelihood of a partial shutdown occurring next week. If budget negotiations collapse, operations at some government departments will be suspended, which is expected to have an immediate impact on the regulatory environment and investor sentiment in the cryptocurrency market. Market experts in particular warned that, if a shutdown materializes, delays in economic data releases and an administrative vacuum at regulatory agencies would exacerbate market turmoil.

The U.S. Congress is currently moving urgently to meet the upcoming budget execution deadline. However, policy differences between Republicans and Democrats remain unresolved. If a shutdown occurs, most activities at key agencies overseeing the crypto market, such as the U.S. Securities and Exchange Commission (SEC) and the Commodity Futures Trading Commission (CFTC), will be halted except for essential personnel. This administrative gap would further increase market uncertainty by delaying ongoing approval processes and the formulation of regulatory guidelines.

Crypto investors are closely watching how this shutdown risk may influence Bitcoin’s price trajectory. In past shutdown episodes, government paralysis has sometimes weakened the U.S. dollar and highlighted Bitcoin’s appeal as a safe-haven asset. However, the possibility of risk-off sentiment driven by broader macroeconomic instability cannot be ruled out. With institutional inflows continuing through spot Bitcoin ETFs, this political risk is expected to be a critical test that could determine the market’s direction.

While the launch of the Donald Trump administration has raised expectations for more crypto-friendly policies, congressional conflicts over the budget are placing a burden on the administration’s early governance. Concerns are also growing that key legislative processes, including the U.S. crypto market structure bill known as CLARITY, could be delayed as they become entangled with budget negotiations. Market analysts believe that, regardless of whether a shutdown occurs, this situation could act as a powerful trigger, increasing volatility in the crypto market by at least 10%.
